The crime occurred on 6 June 2022, around midday, at the headquarters of the Ministry of Environment. Fausto Miguel Cruz de la Mota, a personal friend of Jorge Mera, surrendered to authorities as the confessed perpetrator hours after the Government confirmed the death of the official.
Dispute over environmental permits, motive for the homicide
Investigations by the Public Prosecutor's Office determined that Cruz de la Mota had disagreements with the Environment ministry due to its refusal to grant environmental permits requested through a company linked to him. The case file establishes that the killer had repeatedly expressed his dissatisfaction with the decisions adopted by the institution.
During the trial, Cruz de la Mota pleaded self-defence and claimed that Jorge Mera attempted to attack him first. The judges rejected that version. The Fourth Collegiate Court of the National District accepted the Public Prosecutor's thesis: the crime was planned and was directly linked to those disputes over permits that the then minister refused to grant.
Maximum sentence and compensation to the family
Cruz de la Mota was found guilty of the murder of Orlando Jorge Mera and the illegal possession of firearms. The court imposed 30 years in prison, the maximum sentence requested by the prosecution, and ordered him to serve his sentence at the Najayo-Hombres Correctional and Rehabilitation Centre, in San Cristóbal.
In addition to the criminal penalty, the court ordered the payment of compensation of 50 million pesos to the victim's family.
A political and public career cut short
Orlando Jorge Mera was a lawyer, a graduate of Law from the Pontifical Catholic University Madre y Maestra (PUCMM), and had a long career in public administration. He was president of the Dominican Institute of Telecommunications (Indotel) between 2000 and 2004, a founding member of the Modern Revolutionary Party (PRM) and a political delegate of that organisation to the Central Electoral Board.
The son of former president Salvador Jorge Blanco, he also worked as a university lecturer. In August 2020, President Luis Abinader appointed him Minister of Environment and Natural Resources. From that position he promoted action against environmental crimes and increased oversight of the exploitation of natural resources and compliance with environmental legislation.

The murder of Jorge Mera triggered a wave of reactions both nationally and internationally.
