An architect has admitted to giving a bribe to a Vilnius municipality employee to expedite the issuance of a building permit for a multi-storey residential project in Aukštieji Paneriai.

One thousand euros was handed over to a Vilnius municipality official in order to expedite the granting of a building permit for a multi-storey residential complex in Aukštieji Paneriai. The project architect Mantas Žvybas, who heads the company "Vilniaus architektai", admitted to this. According to him, the money went to a city official.
The permit to build houses on Moluvėnų Street was obtained in late June 2021, and the illicit payment was transferred several days later. The court found the architect guilty of several criminal offences and imposed on him a fine of nearly 17,500 euros.
The project is also being developed by a company controlled by Member of Parliament Robert Puchovičius. The politician claims he knew nothing about the possible bribery. He denied having asked the architect to unlawfully influence the permit issuance process. The parliamentarian confirmed that his company continues to cooperate with M. Žvybas's firm.
