A former South Wales Police officer has been charged with raping and strangling a woman while he was on duty, the policing watchdog has confirmed.

The Independent Office for Police Conduct (IOPC) said Rikki Hall, 33, faces two counts of rape and one count of non-fatal strangulation, following an alleged attack in Swansea city centre in February 2024.

Hall, who resigned from South Wales Police during the IOPC investigation, has additionally been charged with possession of a firearm and two counts of misconduct in public office. He is due to appear at Bristol Magistrates' Court on Thursday.

According to BBC News, the IOPC launched its investigation in February 2024 after receiving a mandatory conduct referral from South Wales Police. "A substantial file of material was submitted to the Crown Prosecution Service in February 2025 and, following further lines of enquiry being undertaken, charges were authorised by the CPS," the watchdog said.
