Four Men Charged After Kidnapping Victim Tracked to Vancouver Street

According to cityofvancouver.us, Vancouver Police responded on October 7, 2026, at approximately 3:15 p.m. to the 3500 block of SE 164th Avenue following a kidnapping report.

The victim's wife called 9-1-1 to report that her husband had been approached in Portland by four men in a black Suburban. The men asked him if he wanted to earn money by cashing a check on their behalf. The victim agreed and entered the vehicle, but grew concerned for his safety when he was not permitted to leave. The Suburban then crossed into Vancouver.

While in the vehicle, the victim was able to relay his location to his wife, who passed the information on to dispatch. Vancouver Police and the Washington State Patrol responded and located the Suburban travelling on SE 164th Avenue toward SR-14. Officers conducted a traffic stop and detained all four occupants. The victim was found on foot a short distance away, uninjured, by the Washington State Patrol.

Akeem J. Mattis, Dennis D. Nelson, Corey D. Jenkins and Jerome T. Boyd were arrested and booked into Clark County Jail on charges of second-degree kidnapping.
