Five undocumented migrants arrested in Michigan by ICE, DHS confirms

The United States Department of Homeland Security (DHS) has released details of five undocumented migrants recently arrested by Immigration and Customs Enforcement (ICE) in Michigan, according to einpresswire.com. Their criminal histories include armed robbery, aggravated identity theft, assault, and weapons offences.

"Every day, the steadfast patriots of ICE are arresting and deporting illegal aliens from all across the country, including the beautiful state of Michigan," said Secretary of Homeland Security Markwayne Mullin. "In recent days, they've arrested armed robbers, scammers, and drunk drivers. At DHS, we will always enforce the law and protect the American people."

Grand Rapids and Detroit arrests

Amilcar Jose Suarez Barreto, a Venezuelan national, was arrested by ICE in Grand Rapids on 12 October. His criminal record includes arrests for felony armed robbery, four counts of assault, four counts of trespassing, two counts of property damage, felony possession of a weapon, shoplifting, larceny, resisting an officer, obstructing justice, and escape or violation of electronic monitoring. Barreto entered the United States illegally through Texas in July 2023 and was released into the country by the Biden Administration. An immigration judge issued a final order of removal against him on 27 January 2025.

Sarah Jane Hulbert, a Philippine national, was arrested in Detroit on 16 October. She holds convictions for aggravated identity theft — involving amounts between $10,000 and $100,000 — targeting a victim aged 60 or older, and for domestic violence. Her arrest record further includes driving under the influence of liquor, two counts of intimidation or physical harm, four counts of forgery, two counts of harassment, obstructing police, and computer fraud. Hulbert was first lawfully admitted to the United States in August 2004 but became inadmissible following her criminal convictions. She was subsequently taken into custody by U.S. Customs and Border Protection before being released back into the country by the Biden Administration.

Kelvin Ramon Castillo Rodriguez, also from Venezuela, was arrested in Detroit on 18 October. His record includes an arrest for assault. He entered the United States illegally near Hidalgo, Texas, in April 2023 and was released by the Biden Administration.

Elmer Domingo Lopez Tomas, a Guatemalan national, was likewise arrested in Detroit on 18 October. He faces an arrest for a felony weapons offence. Lopez Tomas was lawfully admitted to the United States in March 2025 but failed to depart after his authorised period of stay expired in July 2025.

Anderson Jesus Rosales Ramos, a Venezuelan national, was arrested in Grand Rapids on 16 October. His record includes an arrest for second-degree retail fraud. He entered the United States illegally through Texas in August 2023, was released by the Biden Administration, and received a final order of removal from an immigration judge on 19 January 2024.

Broader enforcement context

The DHS statement frames the arrests as part of a continuing national enforcement effort by ICE. Secretary Mullin stated that arresting and removing undocumented migrants "is how we save lives and make America safe again." No further details on the status of deportation proceedings for all five individuals were provided in the release.
