A federal grand jury has convicted a Lake Elmo woman of defrauding the Minnesota Medicaid Housing Stabilization Services (HHS) Program of $3.6 million between 2020 and 2025, kttc.com reports.

Sharmaine Meadows, 45, was found guilty on three counts of healthcare fraud, each carrying a maximum sentence of 10 years in prison.

According to court documents and trial evidence, Meadows's company submitted bills to the HHS Program for housing services provided to unhoused individuals — services that were never actually delivered. Employees listed in the claims were shown to have been in other states and countries at the times in question.

Prosecutors also presented evidence that Meadows filed claims stating employees had worked more than 20 hours a day for multiple consecutive days and weeks.
