Brother of 2022 murder victim charged with killing St. Lucian Troy Casley in SVG

Jarell Phillips, 24, has been charged with the June 2026 shooting murder of Troy Casley and two counts of attempted murder. He is the second person charged in the case.

Second arrest in Lowmans Hill shooting that killed St. Lucian Troy Casley

Jarell Phillips, 24, of Redemption Sharpes, has been charged with the murder of Troy Casley, 34, a St. Lucian national who was shot dead in Great House, Lowmans Hill on June 23, 2026, iWitness News reports. Phillips also faces two counts of attempted murder arising from the same incident.

The attempted murder charges relate to injuries sustained by Shamel John, 22, of Lower Questelles, and Nashon Simmons, 33, of Campden Park, both of whom were wounded in the shooting that claimed Casley's life.

Phillips is the second person to be charged in connection with the case. In July, police charged Delroy Harry, a 21-year-old labourer of Lowmans Hill, with Casley's murder and the attempted murder of John and Simmons.

"The RSVGPF advises that the laying of charges represents an important step in the investigative and judicial process. All persons charged with criminal offences are presumed innocent unless and until proven guilty before a court of law," police said in a press statement on Tuesday, adding that investigations are ongoing.

Jarell Phillips is the younger brother of Jerroy Phillips, also known as Steppy and Jay-Jay, who was killed on November 5, 2022, in Redemption Sharpes. Jerroy, 27, died at the scene after being struck by multiple gunshots in an incident that left three other people injured in the same community. Lorenzo "Scene" DeShong, 30, also of Redemption Sharpes, was wounded in that attack and subsequently died at the Milton Cato Memorial Hospital.

Jerroy Phillips had accumulated a criminal record that included a burglary conviction and subsequent charges for armed robbery and kidnapping before his death.

Police are appealing for anyone with information about Casley's killing to contact the RSVGPF on 457-1211 or 456-1810, or to approach the nearest police station.

"Information provided will be handled confidentially. The RSVGPF remains committed to pursuing investigations thoroughly and placing persons before the court where the evidence supports criminal charges," police said.
