International conference brings together magistrates from Brazil and Italy against transnational organised crime
The São Paulo Public Prosecutor's Office (MP-SP) is hosting the Conferenza di Consenso on Thursday, the 23rd, a meeting that brings together Brazilian and Italian authorities to debate cooperation in combating transnational organised crime, according to reporting by revistaoeste.com. The event takes place at the MP-SP headquarters in the São Paulo capital.
The conference brings together magistrates, police forces, public managers, oversight bodies and civil society representatives. The Attorney-General of Justice of MP-SP, Paulo Sérgio de Oliveira e Costa, presides over the meeting.
The main panel includes Giovanni Tartaglia, legal adviser to the Italian Ministry of Foreign Affairs, and Francisco Rezek, former minister of the Supreme Federal Court. Prosecutor Lincoln Gakiya, from the Special Action Group to Combat Organised Crime (Gaeco), will moderate.
PCC and Red Command on the agenda
The discussions focus on organisations such as the First Command of the Capital (PCC) and the Red Command, which have already established connections with criminal groups in Europe and other continents. Topics addressed include drug trafficking, money laundering, corruption, prison security and the infiltration of organised crime into the legal economy.
The conference also seeks to consolidate dialogue among judicial, administrative, academic and economic institutions, with the aim of integrating prevention, repression, asset control and a culture of legality.
Italian model as reference
Italy's experience in combating mafia serves as a reference for the meeting. The Italian model combines judicial action, seizure of illicit assets, institutional cooperation, administrative control and promotion of a culture of legality.
The initiative was conceived by the International Italian-Latin American Organisation and the Falcone-Borsellino Programme. The OAS Department against Transnational Organised Crime, the Institute of International Relations at USP and the School of Multidimensional Security support the event.
Confirmed authorities
Various authorities have already confirmed their attendance. Among the participants are Francisco Loureiro, president of the Court of Justice of São Paulo (TJ-SP); Ricardo Saadi, coordinator of the Financial Activities Control Council (Coaf); Osvaldo Nico Gonçalves, secretary of Public Security; Robinson Barreirinhas, secretary of the Federal Revenue; and Fábio Bechara, representative of the OAS.
Also participating are Amâncio Jorge de Oliveira, pro-rector of USP, and Leandro Piquet Carneiro, professor at Esem/USP.
At the conclusion of the debates, participants are to draw up a joint statement with guidelines for new cooperation activities between Brazil and Italy in confronting transnational organised crime.
