Former Apucarana councillor loses mandate over gender quota electoral fraud
The Electoral Justice Authority of Paraná determined the loss of the council seat held by Adan Lenharo, elected in Apucarana in the northern part of the state. The first-instance decision was ratified by TRE-PR and is based on the use of a token female candidate by the Christian Democracy party (DC), the political party to which the politician is affiliated.
Lenharo maintains close ties with Senator Sergio Moro (PL-PR), who will compete in the Paraná gubernatorial race. Photographic records show the two together during a visit by the federal parliamentarian to the city. The local press attributes to Lenharo the role of organising Moro's campaign in that region, an activity he would share with Danylo Acioli (MDB), the current president of the Apucarana City Council.
The judges concluded that the DC registered a woman in the elections solely to satisfy the rule that requires parties to allocate a minimum of 30 per cent of candidacies to women. The candidate would not have conducted an actual campaign.
The understanding consolidated in the TSE provides that, when this type of irregularity is detected, the party loses the positions won — regardless of proof of personal involvement by the elected official who benefited from the scheme. Thus, only Lenharo's seat was declared lost.
There remains one further appeal to be judged by the TSE.
