Phone number links Vorcaro to Alexandre de Moraes: new evidence from Federal Police and CPMI
BBC News Brasil identified that the number saved by Daniel Vorcaro as "Alexandre de Moraes" matches data found by the CPMI of the INSS and digital accounts associated with the minister.
Number saved by Vorcaro as "Alexandre de Moraes" accumulates new links to the STF minister
The phone number attributed to minister Alexandre de Moraes, of the Federal Supreme Court (STF), in the Federal Police report that records conversations with banker Daniel Vorcaro is the same one identified by the Mixed Parliamentary Inquiry Commission (CPMI) of the INSS in March, according to findings by BBC.com.
The coincidence adds an element to the evidence that the line was being used by Moraes. At the time, the CPMI reported that the telephone that was interacting with Vorcaro was linked to the STF, but was unable to identify which specific authority was using it.
With the number's new appearance in the PF report, released on Tuesday (1 July), BBC News Brasil verified that the same phone appears associated with digital accounts identified with the minister's name and profiles apparently linked to his wife, Viviane Barci de Moraes, and to one of the couple's daughters.
Pressure in the Senate for clarification
Senator Carlos Viana (PSD-MG), who chaired the CPMI, told BBC that he is demanding new clarifications from the STF regarding the ownership of the number. "Now, in light of the new information revealed by the Federal Police and the independent verifications reported by BBC News Brasil, this question has become even more important," Viana stated in a note.
The PF report was made public by a decision of minister André Mendonça and treats the messages as possible interactions between Vorcaro and a contact attributed to Moraes. On the banker's phone, the number appears saved with entries such as "Alexandre de Moraes BRASILIA", "STF TSE NOVO" and "Eu STF".
According to the PF, the contacts were passed to Vorcaro by former minister Fábio Faria, from the Jair Bolsonaro government, in a WhatsApp conversation in December 2023. The police, however, do not expressly state that they have confirmed with the operator that the line was used by the minister. Furthermore, only Vorcaro's mobile phone was seized, and the investigation recovered only the messages sent by him.
Million-reais contract and police operation
The dialogues show that the banker was demanding special attention to payments on the 131 million reais contract signed between Banco Master and the law firm Barci de Moraes, headed by Viviane Barci de Moraes. The PF document further indicates that Vorcaro would have dealt, through this contact, with information related to Operation Compliance Zero, which investigates suspicions of billions of reais in fraud involving Banco Master, as well as measures that could affect his preventive detention.
How the CPMI reached the number
The INSS CPMI reached the phone number during an investigation targeting fraud in the payment of pensions and retirement benefits. Vorcaro came under investigation because Banco Master operated in the earmarked credit market for Social Security beneficiaries.
After approving the breach of the banker's telecommunications confidentiality, parliamentarians located records associated with the name of Moraes among his data. The commission then consulted the operators to try to identify the holder of the line.
On 19 March, Viana announced having received a response via the System for Investigation of Telephone and Telematic Records (Sittel). "In a formal response obtained via Sittel, it was reported that the aforementioned number is linked to the Federal Supreme Court," the senator stated in a statement, noting that the information did not allow identification of which specific authority was using the line.
According to the SBT News website, which had access to the Sittel document, the line had been activated on 22 February 2017 — the date on which Moraes was approved by the Senate plenary for a seat on the STF. When approached at the time, the STF did not confirm any link between the phone and the minister.
On 6 March, the Court's Communication Office released, at the request of Moraes' office, a statement denying that the messages found in the seized material had been sent to the minister. According to the statement, technical analysis had found that the messages sent by Vorcaro "do not match the contacts of minister Alexandre de Moraes in the seized files".
Independent verification using open sources
BBC News Brasil conducted independent verification through OSINT Industries, a platform that cross-references publicly available data. The number was associated with a TikTok profile identified as "Xandao", created in 2024 with little activity — three followers and a single account followed at the time of consultation.
Among the followers were a profile named Vi Barci, possibly Viviane Barci, created in 2020, and another with the name of one of the couple's daughters. The only account followed by the profile also belonged to the daughter.
Nathaniel Fried, CEO of Osint Industries, stated that the company's tools "operate entirely with data from open sources in real time," that is, information shared voluntarily and publicly.
In a second verification, BBC News Brasil identified that the Vi Barci account on TikTok is linked to the same phone number attributed to Viviane Barci in this same Federal Police report. This number also serves as the Pix key for Barci de Moraes Sociedade de Advogados, a law firm of which Viviane is a partner.
