The Civil Police arrested, on Friday (4 July), in Cubatão, on the coast of São Paulo, Wagner Silva Medeiros, 42 years old, known as "Cabelera". According to metropoles.com, he is suspected of involvement in a criminal organisation linked to the First Command of the Capital (PCC) that kidnapped and tortured a lawyer.
The suspect was located at the residence where he lives, in the Vila São José neighbourhood. At the location, officers seized electronic devices that will be analysed as part of the investigation.
According to the victim's statement, he was taken to a community and subjected to a "crime tribunal" linked to the PCC. The criminals allegedly demanded that the lawyer withdraw from an ongoing legal action and reveal the address of a client he represented.
The kidnapping is believed to have originated from a business dispute. The lawyer was acting on behalf of former partners who claimed to have been removed from a company by a man identified as a member of the PCC. According to the investigation, there was an agreement for the former partners to receive the amount corresponding to their stake when leaving the business, but payment was not made. The victim then took the matter to court to claim his clients' rights — and from that point onwards became a target of the criminal group.
Operation Faithful Patronage, launched on 12 August, aimed to dismantle the group under investigation, locate those involved, guarantee the victim's safety and gather evidence regarding the kidnapping and any other crimes. Warrants were executed at addresses in Guarujá, São Vicente, Praia Grande and Cubatão, on the São Paulo coast, as well as in Florianópolis, Santa Catarina.
In addition to "Cabelera", a second suspect had already been arrested previously. A third died after engaging in a confrontation with police officers during the operation's actions.
