Dominican wanted by Chile detained in Santo Domingo Este in Interpol operation

The National Police of the Dominican Republic detained Dominican citizen Modesto Brand Javier on 30 October in Santo Domingo Este, as part of operations coordinated by the Interpol National Central Bureau in Santo Domingo, reported biobiochile.cl citing the EFE agency.

Brand Javier is wanted by the Chilean justice system for his alleged involvement in a murder that occurred in Santiago in November 2024. The Dominican authorities placed him in custody to continue extradition proceedings.

The same operation led to the capture of two other foreign citizens wanted by France and the Netherlands. Frenchman Romain Cairfarland Eleuthere was arrested on 26 October at Las Américas International Airport when attempting to travel to the British Virgin Islands. France wants him as the principal suspect in a murder committed on the island of Guadeloupe in February 2026.

On 30 October, in the community of Juan Dolio — approximately 55 kilometres east of Santo Domingo — Dutch national Roberto Aurelio Stefano Porru was arrested, wanted by the Netherlands for alleged cocaine trafficking, money laundering and leadership of a criminal organisation. Authorities indicated that he was using fraudulent Spanish documents.

In parallel, on 31 October the Dominican Republic received Dominican citizen Cristian López, alias "Emerson", extradited from Buenos Aires. López had been located and arrested in Argentina through a joint operation between the authorities of both countries. The Dominican justice system wants him for alleged criminal association, murder and illegal possession of firearms, in connection with an incident that occurred in May 2024 in Villa Consuelo, in Santo Domingo, where a man died and a 14-year-old adolescent was injured.

The Dominican National Police emphasised that these actions form part of international cooperation efforts to locate and capture fugitives within and outside Dominican territory, and to ensure that they answer to justice.
