Handwritten diary of Santos Cerdán found at Ferraz links him to Tubos Reunidos rescue

Cerdán's diary at Ferraz points to his knowledge of Tubos Reunidos bribes
The Central Operational Unit (UCO) located a diary with handwritten notes at PSOE headquarters on Ferraz street that link the party's former Organisation Secretary, León Santos Cerdán, to alleged illegal commissions related to the public rescue of Tubos Reunidos, according to El Mundo.
The discovery appears in an Anti-Corruption report that has resulted in 25 new charges in the Leire case, being investigated by the National Court. Among those charged is the president of the State Industrial Holdings Company (SEPI), Belén Gualda.
The Public Prosecutor's Office states that during the search at Ferraz, "a diary with handwritten notes relating to Tubos Reunidos was seized, specifically linked to authorisation of the postponement of partial early repayment of debt to SEPI". The UCO recovered the material from the basement of the socialist headquarters, where it had been stored by the former general secretary.
The prosecutors in the case argue that these notes "would show, in conjunction with the evidence gathered in report number 80/2026, that León Santos Cerdán would have had knowledge of Tubos Reunidos' intentions, as well as the role played by the various investigated individuals in relation to obtaining the corresponding authorisation".
The core of the investigation centres on a group chat called Hirurok—"the three of us" in Basque—in which participated the woman known as the PSOE "plumber", Leire Díez; the former SEPI president, Vicente Fernández; and businessman and friend of Cerdán, Antxon Alonso. The prosecution attributes to the three the crime of membership of a criminal organisation, although it maintains doubts about whether Cerdán should be included in that core group. The discovery of the diary reinforces that hypothesis.
According to the investigation, those implicated would have received 114,950 euros through the company Mediaciones Martínez in exchange for promoting the Tubos Reunidos rescue. For the payment postponement to SEPI referred to in the Ferraz notes, they would have received an additional 40,000 euros. The UCO describes the invoices linked to these payments as "fraudulent", considering that "their true motivation" was related to efforts to secure SEPI's approval of aid to the steel company.
