Convictions for police bribery in Northwest Lima: three non-commissioned officers and one civilian sentenced

Three non-commissioned officers of the National Police of Peru and one civilian were sentenced for bribery offences linked to traffic interventions and drug-related cases in Northwest Lima, infobea.com reported. The sentences include suspended imprisonment, disqualification from holding public office and the payment of civil damages.

The rulings were obtained by the First Office of the Provincial Corporate Prosecution Specialising in Corruption Offences of Public Officials in Northwest Lima, under the direction of prosecutor María del Rosario Angles Pérez. The investigation was led by provincial assistant prosecutor Sandra Janeth Iparraguirre Salcedo, who presented the evidence supporting the charges before the Public Prosecutor's Office.

The three cases were resolved through early termination, a mechanism that allowed the cases to be closed following recognition of responsibility by each of those involved.

First case: non-commissioned officer detained in flagrante with marked banknotes

Third-class non-commissioned officer Jesús Jorge, instructor at the Traffic Accident Investigation Unit of North Lima, was sentenced to five years of suspended imprisonment, four years of disqualification from public service and 4,000 soles in civil damages.

The Prosecution detained him in flagrante during an operation. At that moment he received 300 soles in photocopied banknotes impregnated with a fluorescent reagent, elements used to prove the delivery of money. The charge corresponded to the crime of passive bribery for requesting or receiving improper benefits in the exercise of his duties.

Second case: alteration of record at Depincri Ventanilla

Second-class non-commissioned officer Fernando Oberti received five years of suspended imprisonment, five years of disqualification and civil damages of 5,000 soles. According to the Public Prosecutor's proceedings, Oberti accepted 1,000 soles from the father of a detainee at Depincri Ventanilla in exchange for altering the police intervention record, so that the document would indicate that the seized drug was on the ground and not in the possession of the person intervened.

The father of the detainee was sentenced to three years and four months of suspended imprisonment and must pay 2,000 soles in civil damages. The Prosecution classified his conduct as active bribery in the police sphere.

Third case: payment via digital wallet to third-party account

Third-class non-commissioned officer Félix Purilla was sentenced to five years of suspended imprisonment, four years and two months of disqualification and 4,000 soles in civil damages.

In this case, money was transferred via a digital wallet to the account of a third party, whose information was provided by the police officer himself. The operation was likewise linked to the crime of passive bribery for demanding money in exchange for avoiding sanctions arising from a traffic intervention.

Three sentences in total

In total, the three rulings involved three members of the PNP and the civilian who provided money to obtain the alteration of the record in Ventanilla. The sanctions include disqualification periods ranging from four to five years and civil damages totalling 15,000 soles among the four convicted individuals.
