Explosions at Viacha barracks leave two dead under fiscal investigation

The Public Prosecutor's Office opened an investigation of its own volition into involuntary manslaughter and reckless injuries following explosions recorded at military installations in Viacha, according to El Deber. The departmental prosecutor for La Paz, Luis Carlos Torrez, confirmed the opening of the case during a press conference.

"An investigation is being initiated into the crime of involuntary manslaughter, reckless injuries," Torrez said.

The Prosecutor's Office deployed personnel from the Forensic Investigation Institute (IDIF), medical examiners and a criminalistics team to the site, which is working in coordination with the Bolivian Police to establish the circumstances and causes of the incident.

The investigators carried out the removal of two bodies, which will be taken to the Public Prosecutor's morgue to be subjected to medico-legal autopsies. This procedure will aim to determine the causes of death and provide evidence for the investigation.

However, the expert work within the affected area faces difficulties. According to an assessment conducted by the Fire Service, there are not yet sufficient safety conditions to carry out the complete collection of evidence. The investigators plan to continue the work during the early hours, once access to the area is safe.

"We are going to continue working (...) in order to seek the evidence necessary to conduct an objective investigation," prosecutor Torrez said.

The teams will also verify whether there are other bodies at the site; if found, the scene will be processed and the corresponding legal removal will be carried out.

Among the planned tasks is a survey of the affected area, which will allow recording the location of the items found and reconstructing the circumstances of the explosions. The investigation must establish what caused the detonations, the conditions under which they occurred and whether there are criminal responsibilities for the tragedy.
