Immediately beneath the office rooms of judges at Hanover District Court, the social misery of an open drug scene unfolds day after day. Whilst verdicts against dealers and users are handed down in the upper storeys, drug dealing, consumption by smoking and injection can be found on the ground floor and on the adjacent grounds.
Court staff report fears on their way to work. Restaurateurs in the surrounding area complain of unsettled customers. The city of Hanover is pursuing various approaches to get the situation under control: these include a drug consumption room, the construction of a fence and the use of specialist paint in certain locations.
The justice system for its part is relying on consistent and swift deportations of dealers.
