IGPN investigation in Toulouse
According to Actu17, the Toulouse prosecution has entrusted an investigation to the Inspection générale de la police nationale (IGPN) following a complaint from a 20-year-old protester injured to the hand during clashes on 24 October. Prosecutor David Charmatz announced the referral on Wednesday evening. The victim was interviewed on Sunday and filed a complaint the same day.
The prosecution has adopted the legal characterisation of "intentional violence by a person holding public authority resulting in disfigurement or permanent disability during a protest on public roads". Charmatz specified that this characterisation "in no way presumes the exact legal nature of any offence eventually committed but opens up to the most serious charge, as is customary". Investigations were initially opened for "determining the causes of serious injuries".
The 24 October protests took place throughout France over purchasing power and the defence of public services. They resulted in 1,435 arrests according to the assessment by Interior Minister Laurent Nuñez. The ministry reported 267 members of law enforcement injured and approximately 150 protesters also injured, of whom three were "quite" seriously injured in Toulouse, Reims and Clermont-Ferrand.
The IGPN was also referred a case in Lyon after a man was injured on the margins of the same protests, although he was not participating in the march.
