A man has been detained in central Riga near a kindergarten after engaging in indecent behaviour in public whilst children watched.

Police in central Riga have detained a man at one of the city's pre-school institutions for engaging in indecent behaviour in a public place. The incident was recorded on 1 July, when a passer-by reported what they had witnessed to State Police, according to PMO.

The man apparently positioned himself so that he could view the kindergarten windows, and the children themselves also noticed what was happening. Officers from Riga's Northern Police Division rushed to the scene and asked the suspect to produce identity documents. However, the individual refused to comply and attempted to flee, but was quickly apprehended and taken to a police station.

Police established that the man, born in 1983, had previously come to the attention of law enforcement — in connection with property-related offences.

A criminal investigation has now been initiated against him for attempted involvement of a minor in indecent behaviour. Such an offence carries a prison sentence of up to seven years and probation supervision for up to five years.

In addition, the man was subjected to administrative liability proceedings for resisting police officers' lawful demands. The court imposed detention as a preventive measure.
