Former Daugavpils municipal deputy Jurijs Zaicevs has asked a higher court to review a ruling in which he was found guilty of obtaining sick pay using forged documents.

A higher court in Daugavpils will examine in autumn a complaint by the former municipal deputy regarding a lower court's ruling in which he was found guilty of document forgery. Jurijs Zaicevs, who worked at the municipal heating supply company, is appealing a decision imposing a sentence of community service, according to PMO.
The district court has already determined that Zaicevs used a forged sick-leave certificate in order to receive money from his employer. He has been sentenced to 240 hours of unpaid work in the public interest. The ruling also stipulates that he repay the company "Daugavpils siltumtīkli" 139 euros — the sum he obtained as sick pay.
The accused held a management position at the municipal heating supply company. He was also a member of the board of the political organisation "Latvijas Krievu savienība". A representative of the company confirmed that the man is no longer in an employment relationship with them.
In addition to compensation for damages, the court has ordered Zaicevs to pay court costs for legal services — 720 euros. Until the final ruling takes effect, he is required to report any change of residence.
Zaicevs is not the first such case in his biography. Previously he was suspected of forging other documents — specifically, falsifying a protocol of the founding meeting of the party "Gods un kārtība".
Currently, according to business register data, he heads two associations — the Dvina People's Patriotic Youth Union and "VVO.LV". "Daugavpils siltumtīkli", which is entirely owned by the city council, operated last year with a turnover of 23.7 million euros.
The appeal hearing will take place on 4 November at 10.00. The parties may appeal to the Supreme Court within ten working days of receiving the full judgment.
