The Internal Security Bureau (IDB) has referred criminal proceedings to the Prosecutor's Office for Investigation of Criminal Offences by Officials of State Institutions, in order to initiate criminal prosecution against an official of the Riga Regional Office of the State Police.

Suspicions have been raised regarding exceeding official authority in connection with the use of violence. Specifically, the police officer is suspected of unjustified use of an electric shock device.

The IDB is a state agency that supervises the legality of state and municipal police and other institutions' officials. The bureau conducts criminal procedural oversight and investigation into criminal offences that may have been committed by these institutions during their service.
