Pierīga Prosecutor's Office has received from State Police a criminal case concerning a serious crime that took place in Jūrmala last summer. The body of a man born in 1951 was found in a flat in a multi-storey building, his mortal remains having been cut into pieces, according to source Pietiek.com.
Police arrived at the scene on 12 September 2024 after receiving information that the man in question had not been seen since July, although he had regularly visited this address. Law enforcement officers detected an unpleasant smell in the premises. In one room, several bags were discovered containing pieces of mattress, blankets, pillows, bed sheets, paper napkins and human skin and soft tissue remains.
An examination confirmed that the discovered fragments belonged to the missing man. A mummified dog was also found in the flat, wrapped in blankets and sleeping bags. During the investigation, kitchen utensils were seized—meat chopping boards, an axe, knives, a plate, scissors and a meat grinder. The deceased's DNA was found on all these items.
The arrest took place at the flat. Police arrested a woman born in 1982, who is a relative of the deceased. She had not previously been on police's radar. During the investigation, the woman was ordered to undergo ambulatory court psychiatric examination.
A criminal case has been initiated for murder and desecration of an unburied deceased. Investigators have indicated that there is no evidence that the suspect used the man's mortal remains for consumption. Nor has it been possible to locate all parts of the deceased's body.
In December last year, the court decided to place the woman in a medical facility pending a decision on forced treatment. Such a measure is provided for in the Criminal Code for persons who have committed a crime but suffer from mental disorders and are deemed incapable of responsibility.
On 3 June this year, when the evidence base was sufficient, police officers submitted the case to the prosecutor's office with a recommendation to continue the proceedings by imposing medical measures of compulsion.
