Riga Municipal Police inspected a flat in the city centre at the request of a guardian court and found a minor who had been alone without parental supervision for approximately one day.
In the flat where the eleven-year-old was staying, there were four large dogs and one cat. The filthy conditions in the premises alarmed law enforcement — there were animal droppings on the floor, surfaces were dirty, and spoiled food was found in the refrigerator.
When contact was made with the girl's grandmother, it became clear that the mother would be available only after a few hours. As the child was in unsafe and uninhabitable conditions, a decision was made to take her to a crisis centre.
As the keys had been left inside, another team remained at the scene to look after the flat. During this time, police officers took care of the animals — they gave them food and fresh water, which had not previously been available.
Later the mother arrived, and a conversation took place with her. Municipal Police have initiated administrative proceedings for violations of animal welfare regulations. The Child Delinquency Prevention Department will assess whether the mother failed to fulfil her child care obligations. The Social Service and the guardian court have been informed of the incident.
