PSP seizes over 23 kg of heroin in Campo de Ourique and detains two suspects
Police operation in Lisbon results in the largest heroin seizure of 2026, valued at over two million euros on the market.

Largest heroin seizure of 2026 dismantled in Campo de Ourique
The PSP detained two men, aged 24 and 27, following an operation carried out on Tuesday in Campo de Ourique, Lisbon, which resulted in the seizure of over 23 kilograms of heroin, approximately one kilogram of cocaine and thousands of doses of other narcotic substances. According to sol.iol.pt, the total value of the seized products could reach over two million euros on the street market.
An official PSP source, cited by Lusa, classified the heroin seizure as the largest carried out in 2026 and indicated that it represents more than one third of all heroin seized by criminal police authorities throughout 2025.
Investigation beginning in July
The operation was conducted by Lisbon's Criminal Investigation Division, under the coordination of the Lisbon Metropolitan Command (Cometlis), following several months of investigation initiated in July. The proceedings focused on two men resident on the south bank of the Tagus, but with family connections to the Quinta do Loureiro neighbourhood in Lisbon.
The authorities identified two properties used to store the narcotic substances. The PSP waited for an opportunity considered suitable to intervene, having intercepted the suspects at the moment when, according to police, they were carrying out a direct sale to consumers.
Money, ammunition and preparation equipment
The searches carried out at the two residences — which, according to an official PSP source cited by Lusa, were illegally occupied in the Quinta do Loureiro neighbourhood — made it possible to find, in addition to the narcotic substances, 7,764 euros in cash and 31 nine-millimetre ammunition rounds. Two Glock magazines, with capacity for 15 and 32 rounds respectively, and two safes were also seized.
Among the material collected are five digital precision scales, three packing machines, a money-counting machine and a vacuum pump. The list also includes a signal jammer, a portable electric cooker, a blowtorch, a mincing machine and a half-face respirator mask. Three bottles of ammonia, bags, cellophane film, a cutting board and a spoon with residue were also found, as well as 8,305.96 grams of cutting agent.
The police did not disclose the specific areas of the south bank where the two suspects lived.
Detention in flagrante and first questioning
The two men were detained in flagrante delicto and are expected to appear on Wednesday for first judicial questioning, at which the applicable coercive measures will be determined.
The operation is part of efforts to combat drug dealing in the Vale de Alcântara area, with particular focus on direct distribution to consumers.
