DIICOT has detained two men accused of rape, child trafficking and pimping in the case of an 11-year-old girl in Bucharest. The judge has been seized with a motion for preventive arrest.

Prosecutors from DIICOT – Central Structure detained on Thursday two persons, aged 51 and 71 respectively, being investigated for child trafficking and rape. One of them has also had charges retained for human trafficking and pimping, according to G4Media.

According to investigators, in the spring of 2019, the 71-year-old defendant recruited a minor of approximately 11 years old for the purpose of sexual exploitation. The girl was in a situation of evident vulnerability: she received no family support, was out of school, and lived in conditions of severe poverty.

"Starting from the middle of 2019, he determined the victim to engage in webcam chat activities in locations situated in sectors 2 and 3 of Bucharest municipality, thereby obtaining patrimonial gains," DIICOT investigators stated.

Between the autumn of 2021 and the summer of 2022, the same defendant allegedly forced the minor victim to engage in paid sexual relations both with persons from his circle and with clients identified through profile websites. During the same period, he himself repeatedly engaged in sexual relations with the minor, taking advantage of the moral influence exercised over her — consolidated through the provision of housing and the offering of gifts, but also through the victim's inability to freely express her will.

Second defendant takes control of the victim

After January 2022, the same minor was recruited by the second defendant, aged 51, also for the purpose of sexual exploitation. He took advantage of the girl's vulnerable state, generated by her age, lack of family support, low level of education, and also by the fact that the victim was engaged in prostitution and consumed prohibited substances.

"The defendant recommended the sexual services offered by the minor to persons from his circle and identified clients, rented, on a hotel basis, several apartments situated in the central area of the Capital, in which the minor injured person engaged in prostitution, and in exchange, in the context of activities of exploitation of the victim, obtained benefits of a sexual nature, without paying her any sum of money," prosecutors stated.

A second victim, exploited also in Germany

DIICOT investigations revealed that during the year 2026, the same 51-year-old defendant recruited another victim. Using her feelings of affection, her vulnerable state and by exercising psychological and physical violence, he determined her to engage in sexual relations with various persons for payment. Exploitation activities took place both in the municipalities of Buzău and Bucharest, as well as in localities in Germany.

The defendant exercised strict control over the victim's schedule, the clients with whom she engaged in sexual relations, the tariffs charged and the sums collected, benefiting directly from the income obtained.

Motion for preventive arrest

On Thursday, the judge of rights and freedoms at Bucharest Tribunal was seized with the motion for preventive arrest of the two defendants. Judicial activities were carried out together with officers from the Bucharest Organised Crime Fighting Brigade, with the support of officers from the Special Intervention Brigade of the Gendarmerie.
