Ivan Kutsenko, a 40-year-old Russian citizen, has been arrested pending charges for 30 days, according to focuspress.ro. Prosecutors from DIICOT accuse him of having, between February and July 2026, monitored and photographed Romanian and multinational military objectives in several counties.

Investigators claim that the man identified, monitored and collected military intelligence at bases located in the counties of Cluj, Constanța, Călărași, Ilfov and Bucharest municipality. The activity is said to have been carried out with a view to committing acts of hybrid-type sabotage or diversionary activities.

Kutsenko is alleged to have produced and transmitted photographs concerning the equipment of the Romanian armed forces and allied forces, including the movement of personnel and combat equipment at Romanian and multinational military objectives.

According to investigators, the information collected was transmitted to a person not identified publicly, with whom the suspect communicated via encrypted online messaging services. The coordination of the actions is said to have been provided directly by this person.

DIICOT specifies that the facts imputed, by their nature, have endangered the national security of Romania.
