According to the Maryland Department of Public Safety and Correctional Services, Tyree Reynolds, 23, was discharged from state custody on 25 September 2026. On 3 October 2026, investigators say Reynolds fired into a crowd at Leon Day Park in northwest Baltimore, killing Khloe and wounding three other victims.
Reynolds now faces 30 criminal counts, including murder and attempted murder charges.
Court appearance and surveillance evidence
During his first court appearance at Baltimore City District Court on Wednesday, Reynolds waived his bond hearing. He appeared by video and was seated in a wheelchair with his leg wrapped in a soft cast.
Newly obtained court documents show that surveillance footage captured Reynolds opening fire on two men in a parking lot adjacent to the football field, after an apparent verbal exchange. The Police Commissioner had previously stated the dispute began over a parking spot.
According to investigators' written account in the court documents, Reynolds reached into a backpack, removed a firearm, and began shooting in the direction of the unidentified men. The weapon appeared to be a short-barrelled rifle.
One of the men returned fire, striking Reynolds in the ankle. It was Reynolds, however, who fired toward the football field where the four victims were shot. A medical examiner recovered a rifle projectile from Khloe's body consistent with cartridge casings found at the position where surveillance video shows Reynolds firing.
A criminal record dating to 2021
Court records reviewed by foxbaltimore.com reveal Reynolds was on probation at the time of the 3 October shooting — the result of a conviction for which he had just completed his sentence.
Reynolds had three separate arrests in 2021, when he was 18. In February of that year he was arrested for unlawful possession of a handgun. He filed a motion challenging pre-trial detention and was granted release pending sentencing.
Before sentencing in that case, Reynolds was arrested again: once in March 2021 for an assault, and again in July 2021 in connection with a shooting. The March 2021 case was never prosecuted, according to court records.
Reynolds was originally charged with attempted murder for the July 2021 shooting. He later pleaded guilty to first-degree assault and a firearms violation, receiving a 15-year prison sentence followed by three years of probation. A judge suspended all but five years of that sentence.
The Maryland Department of Public Safety and Correctional Services confirmed Reynolds served the full five-year term without reduction. A department spokesperson said: "The Maryland Department of Public Safety and Correctional Services is heartbroken by the tragic death of 12-year-old Khloe Ishway and the injuries to innocent bystanders. Tyree Reynolds was previously sentenced to 15 years of incarceration, with all but five years suspended by a judge. Reynolds served the entirety of that five-year term, day for day, and was released on September 25, 2026."
Investigation ongoing
Reynolds is scheduled to return to court for a preliminary hearing on 4 November.
Baltimore Police Department confirmed the investigation remains open. A spokesperson said detectives are continuing to search for an additional suspect — the man believed to have shot Reynolds in the ankle during the exchange. No charges against that individual have yet been filed.
