Supreme Court takes on investigation into parliamentary amendments and Bolsonarista propaganda
Supreme Court Federal Minister Flávio Dino determined, this Sunday 13th, the lifting of confidentiality from an investigation examining the possible use of funds from parliamentary amendments in financing Dark Horse, a pro-Jair Bolsonaro (PL) propaganda film, as reported by cartacapital.com.br.
Dino's decision encompasses the elements gathered by the São Paulo Civil Police in operations carried out against production company Go Up Entertainment, responsible for the feature film. In the order, the minister cited a "jurisprudential turning point" by the Supreme Court regarding the transparency of proceedings and referenced decisions by ministers André Mendonça and Edson Fachin, president of the STF.
The enquiry originally targeted Karina Ferreira da Gama, a partner at Go Up, and originated within the scope of São Paulo state police. Dino, however, accepted a request from the Federal Police and assumed the case himself, in light of "manifestations of a single criminal context, inserted within the same associative structure aimed at the diversion and concealment of public resources".
In the new decision, the minister stated:
> "In the course of the investigation, the hypothesis of inseparable imbrication in a sophisticated scheme of allocation and diversion of public resources is strengthened, with emphasis on federal parliamentary amendments and the São Paulo municipality. This organisation would include, moreover, links with the PCC faction (Primeiro Comando da Capital), according to the investigative line mentioned in the case files. There is the repeated allusion, in the criminal itinerary, to a federal deputy, Mr. Mário Frias, who — in the hypothetical realm of the investigation — would occupy a leadership role in the alleged criminal architecture."
The reference to federal deputy Mário Frias is situated, according to the order itself, within the field of investigative hypotheses, without any finding of guilt established at present. The enquiry also points to possible connections between the scheme and the São Paulo municipality, as well as alleged links with Primeiro Comando da Capital.
