Fraud of €236,495 in social security contributions from I-SEC Aviation Security in Bizkaia

Social Security claims €236,495 from private security company at Bilbao airport
The General Treasury of Social Security has detected shortcomings in the contributions of I-SEC Aviation Security, S.L., a private security company operating in critical infrastructure such as Bilbao airport, Renfe, Aena and Bilbao Metro. According to lsb-uso.com, the Administration is claiming a total of €236,495.12 from the company for the period between January 2023 and March 2026, and has issued corresponding settlement and infraction records.
The investigation originated from a complaint filed in July 2025 by the Federation of Private Security Workers of LSB-USO (FTSP LSB-USO) to the Provincial Labour and Social Security Inspectorate of Bizkaia. Union representatives detected serious irregularities in the documentation handed over to the company's employees.
Three different 10T forms for the same fiscal year
During the analysis of that documentation, the FTSP LSB-USO verified that some employees had received up to three different 10T forms corresponding to the 2024 fiscal year, with contradictory information amongst them. Moreover, the amounts deducted monthly from payroll for Social Security contributions and personal income tax withholdings did not match those later reflected in the tax documentation.
For the union, the discrepancies could not be attributed to simple administrative errors. The differences detected could harm workers both in their tax return declarations and in the calculation of future unemployment benefits, temporary incapacity, permanent incapacity or retirement.
More than 150 workers affected
The Administration has confirmed that the irregular situation lasted for more than three years and affected, at certain times, more than 150 workers. The financial regularisation resulting from the issued records will retroactively benefit the entire workforce involved.
The FTSP LSB-USO has also requested that the Labour Inspectorate promote an investigation at state level or, at least, a coordinated action between the different provinces where I-SEC Aviation Security operates. The company provides services in several autonomous communities, in contracts related to critical infrastructure and public transport.
Union calls for greater oversight of public contract companies
The FTSP LSB-USO has urged Public Administrations to strengthen supervision mechanisms over companies awarded public contracts. According to the union, when a company works for public bodies or provides essential services to citizens, compliance with labour and Social Security regulations must be a priority, and it is not sufficient merely to award contracts.
The union organisation emphasises that the complaint did not arise by chance, but thanks to the work of union delegates and representatives who detected the irregularities in the documentation and acted accordingly to protect the rights of all employees in the private security sector.
