"Clan Kavac" member arrested in Málaga for murder with prior torture
The National Police arrested a fugitive in Málaga wanted by Montenegro, right-hand man of the Clan Kavac leader. He faces 40 years in prison for murder and membership of a criminal organisation.

The National Police detained a Montenegrin fugitive who was a member of the "Clan Kavac" in Málaga, wanted by Montenegrin authorities for murder and membership of a criminal organisation, crimes for which he faces 40 years in prison. According to Montenegrin justice, the detainee participated in the murder of a member of a rival gang in the city of Kotor. The victim was reportedly tortured for 24 hours before being executed.
Investigation launched in 2021
The case began in 2021, when Montenegrin authorities issued an International Detention Order against the fugitive and alerted to his possible presence in Spain. Initial investigations made it possible to locate him in Barcelona, where he was living under a false identity.
On 10 October, FAST Montenegro contacted FAST Spain to communicate that a person from the fugitive's circle would travel from Croatia to Marbella, with the possibility of meeting with him in France or Spain. Given this scenario, an international operation was activated in which investigators from the ENFAST network from Croatia, Montenegro, France and Spain took part.
Surveillance from Marseille to Málaga
Officers detected the contact in Marseille and followed him when he took a taxi to Barcelona. After spending the night in the city, the individual continued the journey by the same means of transport to Málaga. Once in the Andalusian capital, investigators observed the meeting between the contact and the wanted fugitive and proceeded with the arrest.
The detainee had a current International Detention Order for murder and membership of a criminal organisation. According to Montenegrin prosecutors, he actively participated in the planning and execution of the crime in Kotor, in which the victim was tortured for a full day before dying.
Operation aligned with EU security strategy
The operation was carried out within the framework of the ENFAST network, with the collaboration of police units from Croatia, Montenegro and France, aligned with the Security Strategy of the European Union. This strategy encompasses four pillars: consolidating a security environment prepared for the future, combating emerging threats, protecting European citizens against terrorism and organised crime, and strengthening the European security ecosystem.
The Directorate-General for Migration and Home Affairs of the European Commission (DG HOME) and the Internal Security Funds (ISF) supported the operation. The actions carried out under this framework have been co-financed by the European Union as part of support for member states in the fight against criminal networks that represent the gravest threats to the security of European citizens.
