The National Police concludes in a judicial report that the Basque industrialist under prosecution who fled to the Emirates captured the February 2025 video call from his office involving the former PSOE leader and others implicated in the illegal surveillance network.

A technical report from the National Police delivered to Madrid's Court of First Instance 9 identifies Alejandro Hamlyn as the probable author of the recording that captured a videoconference held in February 2025 between Leire Díez, Jacobo Teijelo, Javier Pérez Dolset and the businessman himself. The document, dated 9 June, analyses the audio file distributed to the press and attributes the recording to Hamlyn's office in Dubai, according to a report advanced by ABC.
The experts examined the 53 minutes of leaked material, although people aware of the meeting claim the actual duration was around two hours. Hamlyn's voice—nicknamed "Alex" in the report—sounds closer and clearer than the others, suggesting he shared the same location as the device that recorded the conversation. The other speakers arrive with the distorted tone typical of internet connections. The specialists believe an Apple mobile device was used and that the file was subsequently distributed via WhatsApp.
In the conversation, Díez asks for information about Lieutenant Colonel Antonio Balas, the top official responsible for the UCO's financial investigations. Hamlyn demands a deal with the State Attorney's Office and the Public Prosecutor's Office in return. Pérez Dolset, who describes himself as harmed by the secret services' manoeuvres, offers to act as intermediary, but the businessman demands a signed document guaranteeing him impunity.
At one point in the dialogue, Hamlyn claims to have evidence that UCO members brought a container full of cocaine into Spain.
The meeting also brought together two former intelligence agents: one from the CNI and another from Cifas. According to testimonies collected by the investigation, both collaborated on security for Hafesa, Hamlyn's fuel company. Norberto Uzal, who served as general director of the firm between 2018 and 2019, declared to the UCO that the businessman told him he had backing from people linked to the National Intelligence Centre in his criminal proceedings.
Direct witnesses indicate that Teijelo first attended to the two former agents in his office, and an hour later Díez and Pérez Dolset joined them. All those present, according to these sources, were aware of the presence of former members of the information services. The complete cycle of meetings, including the video call, lasted more than four hours.
Another purpose of the meeting was to convince Hamlyn to drop his lawyer, José Antonio Choclán—who also defends Víctor de Aldama—and hire Teijelo instead. In November last year, the National Court handed down a conviction against the businessman for fraud of 154 million euros in value added tax.
