Since 2016, approved private operators have been partially responsible for organising the general theoretical examination — better known as the "driving theory test". Faced with detected fraud risks, the government has decided to impose stricter requirements on all such organisations. Among the flagship measures is the obligation to obtain prior authorisation issued by the prefect, valid for five years and renewable. The new order also introduces a freeze on registrations for examination sessions on the eve of the test. This provision should allow authorities to verify candidate lists more efficiently before the test takes place, in order to detect possible cases of identity fraud.
Enhanced internal controls and targeted inspections are furthermore planned within approved centres. The objective is to detect more rapidly any cheating attempts or organised fraud surrounding the examination — practices that are all the more concerning since fraudulently obtaining the theory test pass can provide access to the practical driving licence examination.
The prefect of Guadeloupe emphasises that the theoretical examination constitutes an essential step in learning to drive safely. For the authorities, the fight against fraud thus goes beyond the simple administrative framework: it is a matter of ensuring that each driver obtains their licence under fair conditions, after genuine acquisition of the required knowledge.
