The defence lawyer for a teenager accused of killing an employee at a child welfare facility on Kampen in Oslo has stated that the charge has been changed. The 18-year-old man was previously charged with terrorism, but is now charged with murder.
The 34-year-old woman was killed whilst on duty during the night of 24 August last year. She worked at an enhanced child welfare facility where the young man lived. A neighbour reported the incident to the police.
The accused has admitted to killing the woman, but denies that the act constitutes murder. He has claimed that the whole thing was politically motivated and that the aim was to create fear amongst people. In addition, he is said to have expressed a desire to harm further persons. Experts in forensic psychiatry have assessed him as likely to be criminally responsible.
Before the killing, several warnings had been issued about the 18-year-old. The police's security service received three such reports, but assessed on two occasions that the threat level was low. Following the incident, Oslo police have acknowledged that cooperation and the exchange of information with other agencies was insufficient.
The Eastern Public Prosecutor's Office is now processing the police's recommendation in the case. Neither police prosecutor Oda Karterud nor the victim's legal representative wish to comment on the case before a possible indictment is issued.
