The young man suspected of killing a female employee at a child welfare institution on Kampen in Oslo will now have his charge changed. According to Adresseavisen, the suspect's defence counsel has stated that the prosecution is abandoning the terrorism provision and will instead charge him with murder.
This information has not been confirmed by police. The victim's legal representative does not wish to comment before any formal charge is issued. Police prosecutor Oda Karterud told NTB that the police recommendations are now under review by the Eastern State Attorney's office, and that she will not comment on the contents.
The incident took place during the night of 24 August last year. The 34-year-old woman was on duty at an institutional facility with enhanced staffing when she was killed. The then 18-year-old resident is charged with the act. Police were called after a neighbour raised the alarm.
The suspect has admitted to taking the woman's life, but denies criminal responsibility for the murder itself. In police interviews, he has stated that the act had a political motive, and that the aim was to create fear among the population. He is also said to have expressed plans to harm additional individuals.
Forensic psychiatrists have assessed the man's criminal responsibility and concluded that he was likely mentally fit at the time of the act.
In the period before the incident, several concern reports were submitted regarding the young man. The PST received three such reports, but concluded on two occasions that the threat level was low. Afterwards, Oslo police have acknowledged that cooperation and information sharing between different agencies was not adequate.
