Man in his 60s charged with sexual abuse of 15-year-old in Rogaland
A man in his 20s has reported a convicted sex offender in his 60s after NRK revealed that the man had boasted about having sex with him when he was 15 years old. Police are criticised for failing to identify the victim despite having access to evidence for two years.

NRK Norge reveals that a man in his 20s has reported a convicted sex offender in his 60s for abuse that allegedly took place in early 2021. The report was filed through legal representative Sigurd Klomsæt earlier this week.
"I was exploited," says the man whom NRK refers to as "the 15-year-old".
The man in his 60s was already sentenced in spring 2025 to 11 months in prison for abuse of another boy, referred to as "Kristoffer". When police examined his phone, they found that he had sent pictures of Kristoffer to other adult men. In the same material, it emerged that he had also sent pictures of another young boy – and written that this boy was 15 years old and that he had had sex with him.
NRK anonymised the boy in its original coverage of the case in April, but knew who he was.
Police took two years – NRK found the answer in two days
When NRK asked police about the 15-year-old in question, then-prosecutor Else Saltveit Lokna answered that they did not have sufficient information to identify him.
"Police did not have sufficient information to identify other potential victims. If NRK has information about other victims, this is of course information the police are interested in, and will follow up further," said Lokna.
NRK took two days to find out who the boy was, and confirmed that he was 15 years old when the events took place. Police had had access to pictures of the boy for over two years without contacting him.
"The 15-year-old" confirms to NRK that police never contacted him during the investigation of the Kristoffer case.
"That is far too poor, in my view," he says.
Suppressed it – took the initiative to report it himself
"The 15-year-old" recounts that he originally had no plans to report the case.
"I had not intended to do so, because I had suppressed it," he says to NRK.
It was when he read that the man in his 60s had distributed pictures of him that he decided to.
"When I read on NRK that he had distributed the pictures, I became angry," he says.
He contacted Klomsæt himself, who has also assisted Kristoffer in the case. In view of the fact that an investigation has not yet been initiated, "the 15-year-old" does not wish to go into too many details about the events from 2021. He wishes to remain anonymous.
Legal representative: "The investigation has been scandalous"
Klomsæt is harsh in his criticism of police handling of the case.
"The investigation has been scandalous. When it took NRK two days to find this person, one has to ask whether the police tried," he says.
The lawyer also points to a letter from Kripos dated May 2025, in which it emerges that Kripos intended to establish contact with South-West Police District to clarify whether assistance in the case could be relevant. Klomsæt interprets this as an offer of assistance that was not followed up. Police, for their part, believe the letter did not constitute such an offer.
"There has been a complete lack of interest in clarifying the matter," says Klomsæt.
Kripos has not been involved in the case complex.
South-West Police District has not responded
NRK has contacted South-West Police District about the latest developments and criticism from "the 15-year-old" and Klomsæt, but has not yet received a response. NRK has itself seen the report and documentation that it has been received by police.
The defence counsel for the man in his 60s, Christina Winsor, has also not responded to NRK's inquiries. Previously, she has not wished to comment on NRK's coverage of the man.
Previously, police have rejected Klomsæt's criticism.
"We have reviewed what has been necessary to clarify the cases," said police lawyer Lokna when the case was being investigated.
Bergens Tidende has also covered the report from "the 15-year-old".
"The 15-year-old" tells NRK that he had wished to put the case behind him, but is now prepared for the fact that there may be interviews and police investigation.
"It is not pleasant. Not something one looks forward to," he says.
