Man arrested in Plaza Uruguaya suspected of murder sought since February in Asunción

Alleged perpetrator of a murder in San Felipe neighbourhood arrested in the city centre
Officers from the Specialised Department for Homicide Investigation arrested Isaac Ronaldo Biancotti Cabrera, 29, on Friday 5 June, identified as the alleged perpetrator of the death of Eugenio Ortiz, a 28-year-old Paraguayan, which occurred on 25 February at a residence on Avenida Artigas and Perú, in the San Felipe neighbourhood of Asunción, according to abc.com.py.
The arrest was made at approximately 15:40 at Plaza Uruguaya, located on 25 de Mayo and Antequera streets, in the San Roque neighbourhood of the capital. Investigators located the man during an operation in downtown Asunción after more than three months of searching.
Biancotti Cabrera was wanted in connection with case number 1787/2026, opened for the criminal offence of intentional homicide. Prosecutor Sandra Fariña Martínez, from the Penal Unit number 19 of the Public Prosecutor's Office Headquarters 1, had issued Prosecutorial Resolution number 4 on 25 February 2026, ordering his search and detention.
At the time of capture, Biancotti was accompanied by Araceli Aramí Pedrozo Acosta, 22. Officers verified that the young woman was subject to a search and location order under Code 350, so procedures were activated to notify the relevant authorities.
The police have not yet reported whether Pedrozo Acosta is connected to the homicide investigation or whether her situation relates to another matter.
Following the detention, officials informed the suspect of his constitutional rights and transferred him to the headquarters of the Specialised Department for Homicide Investigation. Biancotti remains at the disposal of the Public Prosecutor's Office whilst proceedings continue into Ortiz's death, the circumstances of which remain under investigation by the institution. The Public Prosecutor's Office must determine the next procedural steps in the case.
