Fake diplomas bearing names of Nicușor Dan and Simion: case goes to ÎCCJ Prosecutor's Office

The case of diplomas bearing the signatures of "Sfânta Treime" school in Bucharest, on which appear the names of politicians, has reached criminal investigators. The Presidential Administration has referred the matter to the Prosecutor's Office attached to the High Court of Cassation and Justice.

Case of fake "Sfânta Treime" diplomas enters criminal phase

Jurnalul.ro reports that the scandal involving diplomas bearing the names of several politicians and public figures, stamped with the seal of "Sfânta Treime" Secondary School in Bucharest, has entered a new stage. Following the completion of administrative checks by the School Inspectorate of Bucharest Municipality, the case has been referred to criminal investigation authorities.

The Presidential Administration has referred the matter to the Prosecutor's Office attached to the High Court of Cassation and Justice concerning the documents in question. The Prime Minister's Chancellery has confirmed, in turn, that determining the authenticity of the diplomas and any potential liabilities rests with the investigators.

What the diplomas show and who appears on them

The documents bear the names of several public figures: Nicușor Dan, Ilie Bolojan, Sorin Grindeanu, George Simion, and Donald Trump. The diplomas carry the seal of the educational establishment and a signature attributed to the school's director, Șerban Mihail Adrian. They reference activities in fields such as sex education, health education, and financial education.

The case was first brought to public attention by MEDIAFAX, through an investigation published at the end of August. According to information presented at that time, the original documents were received by teacher Daniela Radu, a teaching staff member at the same educational establishment, from the school's secretary.

What forensic expertise established

For the diploma issued in the name of Nicușor Dan, Daniela Radu requested an extrajudicial forensic examination. The examination's conclusion: the signature on the document was executed by director Șerban Mihail Adrian, and the stamp impressions come from the same stamp as that of the school, made available to the expert for comparison.

These findings do not, however, answer the central question: who conceived the diplomas and under what circumstances were the signature and the establishment's stamp applied. These are precisely the aspects that are to be clarified through the criminal investigation.

School Inspectorate: no official records

Prior to the criminal referral, the School Inspectorate of Bucharest Municipality carried out its own administrative checks. The conclusions transmitted to the Prime Minister's Chancellery show that in the records of "Sfânta Treime" Secondary School there are no documents confirming the issuance and official registration of the diplomas in question.

The checks identified no evidence that the activities and projects mentioned on the diplomas were actually carried out within the school. Another element noted by inspectors: the model of the diplomas analysed differs from that ordinarily used by the educational establishment.

These administrative findings do not, in themselves, establish who produced the documents or under what conditions the school's signature and stamp were used.

School director: "I am the victim of a discrediting campaign"

Before publication of the MEDIAFAX investigation, director Șerban Mihail Adrian was contacted for explanations. He did not respond to questions regarding the identity of the person who conceived the diplomas, the manner in which the stamp was applied, or the number of documents produced.

The director did specify, however, that he has filed a criminal complaint for the "clarification of the circumstances in which the documents were produced" and the "identification of the persons responsible". Subsequently, in a right of reply transmitted to MEDIAFAX, Șerban Mihail Adrian returned to the situation and announced that he has, in turn, resorted to legal proceedings.

In the same right of reply, the director maintains that he is the victim of an action aimed at discrediting him and creating the appearance that he has committed offences of a criminal nature. He asserts that the action would also aim at removing him from the post, which he has held since 2006. "I have been director of Sfânta Treime Secondary School since 2006," he states, mentioning that he is also an expert in the Control Body of the Ministry of Education. In the criminal complaint filed, the director invokes "misleading judicial authorities" and "material falsification in official documents".

Criminal investigation must answer essential questions

The main unknown in the case remains the origin of the diplomas. The fact that the documents bear a signature attributed to the director and impressions of the school's stamp does not, in itself, explain who conceived them and in what context they were produced.

Investigators are to establish whether the documents are authentic, who conceived them, who used them, and whether there is criminal liability concerning the alleged issuance of false documents. Administrative checks have failed to clarify these aspects, and the case now rests in the hands of prosecutors.
