ANAF inspector from Timișoara detained after allegedly promising VAT refund in exchange for 1.5 million euros

Google News RO — Crime (ro) reports that a senior inspector from the Regional General Directorate of Public Finances (DGRFP) Timișoara has been placed under judicial control for 60 days after the National Anti-Corruption Directorate (DNA) initiated criminal prosecution against him for two counts of abuse of influence.

According to a statement issued on Thursday by DNA, the inspector allegedly accepted the sum of 1,500,000 euros in December 2025 from a businessman, to whom he allegedly promised he would intervene with competent officials within ANAF Timișoara to obtain approval for a VAT refund valued at approximately 21,000,000 lei.

According to the same statement, the inspector allegedly explained to the businessman that he would keep 1,000,000 euros for himself and his accomplice, and the remaining 500,000 euros were to go to officials whom he indicated would facilitate the refund. The transfer of the sums was to be concealed by concluding fictitious service provision or management contracts.

The investigation also covered a second stage of the scheme. On 9 March 2026, the inspector allegedly accepted, through his accomplice, the businessman's promise to pay 100,000 euros, this time to determine ANAF officials to approve the reinstatement of the company's VAT code as well as an additional refund of approximately 5,000,000 lei. In this case too, the sums were to be concealed through service provision or consultancy contracts funded from European funds, according to DNA prosecutors.

Three persons are being investigated in the case: the senior inspector, investigated for abuse of influence; the businessman, investigated for bribery; and a third person, investigated for complicity in abuse of influence.

The judicial control measure, ordered for 60 days, prohibits the inspector from carrying out any activity within ANAF. The same measure has been applied to the businessman implicated in the case.
