Google News RO — Crime (ro) reports that prosecutors from DIICOT – Constanța Territorial Service, together with officers from the Constanța Organised Crime Fighting Brigade, have dismantled a drug and psychoactive substance trafficking network coordinated, according to investigators, from inside a prison in Bucharest.

Constanța Court has ordered the preventive detention of six suspects, investigated for forming an organised criminal group, international and domestic trafficking of high-risk drugs, as well as carrying out unauthorised operations with products capable of having psychoactive effects.

Pyramid structure established in February 2026

According to DIICOT, the group was established in February 2026 by a 35-year-old man imprisoned in a Bucharest prison. He assumed the role of leader, determining the mode of operation, supply sources, drug distribution and the method of dividing sales revenue.

The network operated according to a pyramid model, expanding in the following months with new members, until the authorities' intervention on 20 August 2026.

In the second tier of the group was a woman, a family member of the alleged leader, who allegedly ensured the link between him and other members. According to prosecutors, the woman ordered drugs and psychoactive substances from abroad, paying for them in cryptocurrencies. The substances were brought into Romania through courier companies.

Well-defined roles within the group

A 27-year-old suspect allegedly had the task of monitoring package delivery, participating in the preparation of substances for street sale and providing protection to the woman.

Another key element of the network was, according to investigators, a 31-year-old man, a subcontractor for a courier company. He allegedly identified and monitored the route of drug packages, ensuring their safe delivery to other members in exchange for sums of money.

A fourth suspect, aged 33, allegedly actually collected the packages, stored them and participated in the marketing of substances, receiving a percentage of the proceeds.

Flagrant arrest with 250 grams of banned substances

Investigators claim that in August 2026, the network leader and the woman in the second tier allegedly obtained high-risk drugs from the Netherlands, which were subsequently brought into Romania by international courier. On 20 August, the 33-year-old man allegedly collected a package containing approximately 250 grams of ADB-BUTINACA and ADB-4en-PINACA, being caught red-handed when he attempted to hand it over to the woman.

Searches in three locations and in prison

Subsequently, authorities conducted searches in Constanța, Năvodari and Cumpăna, as well as in the penitentiary unit where the alleged leader is imprisoned. As a result, prosecutors and police discovered and seized approximately 300 grams of ADB-BUTINACA, part of the quantity already portioned and packaged for sale.

Substances used in the process of preparing drugs and psychoactive products were also found, items with traces of substances, sums of money in lei and Turkish lire, as well as other evidence items.
