Operation "Jupiter": Sibiu police officers detained over corruption in permit and registry services
Nine people, including seven police officers, were detained on Wednesday for 24 hours, according to reports from Digi24, following an investigation conducted by prosecutors at the Prosecutor's Office attached to Sibiu Court. The investigation concerns over 170 corruption offences related to the obtaining of driving permits, vehicle registration certificates and identity cards.
"On 04.11.2026, against 9 suspects (including the 7 police officers) the preventive measure of detention for a period of 24 hours was applied, with the assessment of other preventive measures in the case to take place on 05.11.2026", according to a statement from the Prosecutor's Office attached to Sibiu Court.
On Wednesday, investigators conducted 14 house searches as part of Operation "Jupiter", carried out at national level under the coordination of the General Prosecutor's Office. The operation involved police officers from the General Anti-Corruption Directorate, the Alba Iulia Special Operations Brigade and the Sibiu County Police Inspectorate, supported by structures of the General Anti-Corruption Directorate and the Gendarmerie.
The offences investigated include abuse of influence, purchasing of influence, acceptance and giving of bribes, complicity in corruption offences, as well as one usury offence.
According to prosecutors, during the period June 2025 – October 2026, a 57-year-old man allegedly demanded and, in some cases, received sums ranging from 100 lei to 1,500 euros. He promised that he would intervene with police officers whom he claimed to know in order to facilitate the faster issuance of vehicle registration certificates and identity cards or the passing of the practical examination for a driving permit.
The same man allegedly acted repeatedly as an intermediary for sums of money received as bribes by seven police officers from the driving permits and vehicle registration services and personal registry department in Sibiu. The sums — ranging from 50 to 2,000 euros — were allegedly collected from people interested in obtaining the respective documents.
In certain situations, the 57-year-old man was allegedly assisted by a second intermediary, aged 46, who allegedly facilitated contacts between the people involved.
Investigators also established that the 57-year-old man allegedly repeatedly granted loans with interest to people from Sibiu county, without legal authorisation, which is why he is also being investigated for usury.
