Emergency crews were first called to the Northwoods Apartments on Town Colony Drive in Middletown at around 3:30 p.m., following a report of a suspicious death. Investigators determined that a woman had suffered a gunshot wound and was pronounced dead at the scene.
Detectives quickly identified Brown Jr. as the suspect and established probable cause for his arrest. The Middletown Police Department issued a regional radio broadcast with details about a vehicle connected to the homicide.
The vehicle's licence plate was flagged by an automated licence plate reader, and officers responded to New Park Avenue in West Hartford. When officers attempted a traffic stop, the vehicle fled and a pursuit began.
Police deployed tyre deflation devices, but the vehicle continued onto Flatbush Avenue in Hartford, where it eventually came to a stop. Officers said an exchange of gunfire then took place between Brown Jr. and West Hartford police.
Brown Jr. and a second person in the vehicle were both struck by gunfire and sustained non-life-threatening injuries. No West Hartford police officers were reported injured.
Brown Jr. was transported to a medical facility before being placed in Middletown police custody. The Connecticut Office of the Inspector General has opened an investigation into the officer-involved shooting.
Flatbush Avenue in Hartford remained closed following the incident, with no timeline given for when the road would reopen.
