The Inter-American Court of Human Rights issued a judgment declaring the Colombian State responsible for the homicide of a teacher that occurred in the municipality of Segovia, in the department of Antioquia.
The teacher was murdered after publicly reporting the existence of links between state agents and paramilitary groups during the massacres recorded in that locality. The decision of the regional tribunal was based on the analysis that the authorities failed to provide the teacher with necessary protection despite previous warnings about the risks he faced.
The case dates back to the acts of violence that occurred in Segovia, where the teacher had warned about collusion between officials and members of organisations operating outside the law. According to El Tiempo, the Court established that Colombia violated various rights recognised in the American Convention.
The judgment requires the country to conduct an effective investigation into the facts, sanction those responsible, and adopt measures to prevent similar situations from recurring. In addition, the Court orders comprehensive reparation for the victim's family members.
This ruling adds to other pronouncements by the tribunal against Colombia for human rights violations committed within the framework of the internal armed conflict.
