The footage shows the uniformed officer sharing time with Mora whilst they played boliarina, apparently following the draw between Colombia and Portugal in the World Cup. Seconds after drawing his weapon and striking up a conversation with the man, the victim was lying on the floor.

The incident occurred around 12:15 in the early hours. Mora was immediately taken to a medical facility, where he died from the severity of the wound.

In a subsequent statement, the institution clarified that the active officer was presented before the competent authority so that investigations could be carried out and his potential liability determined in accordance with the law. Similarly, the Police stated that it would provide cooperation to clarify the facts as quickly as possible and rejected any conduct "that goes against the principles of the institution".
