Former Ústi roads director sentenced for contract manipulation, to pay 850,000 crowns
A court in Teplice has approved a plea agreement with Libor Tačner, the former director of the regional roads authority. The final judgment imposes a fine of 850,000 crowns.

The Teplice court on Monday approved a plea agreement with Libor Tačner, former director of the regional roads authority and maintenance service of Ústi Region, according to ČT24. Tačner was accused of securing advantages in the award of a public contract and fully admitted to the criminal conduct. The judgment is final; both Tačner and the state prosecutor waived their right to appeal.
The state prosecutor Jan Svoboda concluded the agreement with Tačner in October 2025. The original proposal envisaged a fine of 650,000 crowns, but judge Dana Kolářová rejected it as too low. A new agreement increasing the amount to 850,000 crowns was thus drawn up during the hearing itself. Tačner faced up to eight years' imprisonment for the given criminal offence.
Svoboda stated that the level of the sentence corresponded to the role Tačner played in the group. "He rather followed the instructions of others," the state prosecutor said. The court took into account his full admission of guilt, his previously unblemished criminal record, and the fact that the accused spent approximately one and a half months in custody. After his arrest, police secured one million crowns from Tačner — meaning that funds to pay the fine are available, according to the court.
According to the court, Tačner was a member of an organised group together with Marek Hrabáč, the former mayor of Chomutov, businessman Ladislav Šmucr representing several companies, and other individuals. This informal network provided selected companies with property and other advantages when awarding public contracts.
Police detained Tačner in August 2024 together with Hrabáč and others. At that time, Hrabáč was the leading candidate for the ANO movement in regional elections; the movement subsequently removed him from the candidate list and expelled him from the party. He faces up to twelve years' imprisonment. Tačner held the position of director of the regional roads authority and maintenance service from 2017 and had worked in the organisation for a total of 35 years. Regional councillors removed him from his position immediately after the case was made public.
Those charged in the case face prosecution for, among other things, acceptance of bribes, securing advantages in the award of a public contract, tax evasion, abuse of authority by an official, and bribery — not every accused person faces all of these charges. In total, twenty individuals and eight companies are being prosecuted. One of the accused already concluded a plea agreement earlier.
Svoboda said on Monday that the extensive investigation was nearing completion. "Further plea agreements are in the pipeline," he stated. According to him, some of the businesspeople and companies involved participated in the criminal conduct only peripherally. "In some contracts they just made up the numbers," the state prosecutor added.
After the judgment was delivered, Tačner refused to communicate with journalists. According to his own account, he now works part-time at the roads authority and maintenance service, performs administrative work, and trains tennis players.
