Embezzlement at CTM: Clarisse Romany and Fabrice Duragrin incarcerated
Former Martinique Territorial Collectivity employee Clarisse Romany and her former partner Fabrice Duragrin have been remanded in custody at Ducos prison following their conviction for embezzling 3.2 million euros from the disability allowance scheme.
Embezzlement at CTM: Clarisse Romany and Fabrice Duragrin incarcerated
The gates of Ducos prison closed this week on two convicts in the embezzlement case that shook the Martinique Territorial Collectivity. Clarisse Romany, who previously worked within that collectivity, as well as Fabrice Duragrin, her former partner, have both been remanded in custody.
Romany was remanded on Thursday 18 June, approximately fifteen days after the judges issued their ruling. On 4 June 2026, the criminal court in Fort-de-France had notably imposed a four-year prison sentence on her: two years must be served in a cell, whilst the other two are suspended on condition that she complies with the rules of probationary suspension. She had left the courtroom under the status of deferred remand, which had allowed her to postpone her incarceration.
The magistrates identified her as the mastermind behind the system set up to embezzle 3.2 million euros from the Disabled Person's Compensation Benefit. In addition to the prison sentence, she has been hit with a fine, ineligibility, and a lifetime ban on holding public sector employment. She must also provide compensation to the aggrieved party.
Duragrin, for his part, was sentenced to four years' imprisonment, with thirty months on probationary suspension and eighteen months in custody. He too was taken to the Ducos facility during the past week.
The CTM had brought civil action in this case. Four other people were tried in criminal court and received sanctions. Furthermore, six individuals had opted for a penal settlement in February, and four had pleaded guilty, receiving sentences ranging from ten months under electronic monitoring to twenty-four months in custody with twelve months suspended.
A final defendant, absent from the hearing on 18 May for medical reasons, will be tried in January 2027.
